Tampa toys with minimum-zoning experiment

Tampa could become the first city in Florida to turn traditional zoning laws upside down by insisting on a minimum number of dwellings per acre rather than a maximum. City planners are studying the minimum-zoning concept, hoping it will lead to denser development with better access to mass transit. But many neighborhood activists oppose the idea, and some city lawmakers say they prefer incentives over mandates as a way to encourage transit-oriented development.
