Kashmir tension prompts early launch of new security plan

Indian authorities have ordered paramilitary troops to withdraw from a tense Kashmir town and allow police to assume security responsibility after anti-India protests left four dead and dozens injured. Authorities previously announced plans to make the security switch across the disputed region in an effort to capitalize on a fall in separatist violence.
