Virginia evaluates major tunnel, highway projects

Virginia has two major infrastructure projects on the drawing board -- a $1.3-billion tunnel under the Elizabeth River between Norfolk and Portsmouth that would parallel an existing 50-year-old tunnel, and a proposed $2 billion, 55-mile toll road between Petersburg and Suffolk. Skanska Infrastructure Development and the Macquarie Group are handling design and cost estimates for the first; Virginia is accepting proposals for the second.
