Ratings, standards among criteria for early-education Race to the Top

States seeking federal Race to the Top aid for early-childhood education programs must create rating systems, develop academic standards and assessments and devise expectations for teacher proficiency, according to proposed rules for the grant program being released today. The latest round of the Race to the Top program will allocate shares of $500 million in aid to winning programs that best meet the Obama administration's criteria.
