Agencies are acting as watchdogs for their clients in the behavioral realm, helping them understand in which instances targeting is acceptable and when it is in danger of conflicting with regulations. For Tribal DDB Worldwide, that advice translates to "defining the line to our clients, and keeping them two steps behind it," said Paul Gunning, the shop's global CEO.
