House Republicans say Senate Democrats are to blame for federal student-loan rates doubling to 6.8% on Monday. Senate Democrats advocated a freeze at lower interest rates for another year or two to give the debate time to be resolved. Republicans backed a plan to tie student-loan rates to Treasury bond rates.
