New York City Power Transfer Hits Snag

New York City Mayor Michael Bloomberg yesterday took control of the city's school system under a new state law that abolished the Board of Education. But Bloomberg still must wait for clearance from the U.S. Justice Department, which is deciding whether the law infringes upon minority voting rights, a report says.
