Definition of small business is sticking point in debate

Small businesses have mixed opinions on a proposed law to keep big businesses from getting government contracts that are supposed to go to small firms. Sticking points are how to define what a small business is and whether public companies are included. "Tightening the definition of small business would create significant opportunities for actual small businesses," says NFIB's Brad Close.
