Two years of recession have left government coffers low. With funding tight, the Missouri Highways and Transportation Commission has decided to focus on maintaining the state's roadways rather than investing in big, new projects that could alleviate traffic congestion. The state has approved a five-year, $5.7 billion road maintenance plan.
