GSA plans to go "net-zero" in new construction

New government buildings will be greener than ever, now that an executive order requires that 95% of contracts meet sustainability standards. But the General Services Administration is going whole-hog with a plan to eliminate its impact on the environment altogether. GSA Administrator Martha Johnson has proposed the government go "net-zero" in all its new structures.
