FERC upholds ruling that agency's curtailment policy is unfair to wind farms

The Federal Energy Regulatory Commission has affirmed for the second time its ruling that a Bonneville Power Administration policy is unfair to wind farms. The policy in question deals with powering down during oversupply when levels of water runoff are high. The ruling requires the Bonneville Power Administration to review its cost-sharing method for handling oversupply.
