Flex programs can help with recruiting and retention if they're designed correctly, but that's rarely case, Paul Rupert writes. "In the face of growing turnover and labor scarcity I would encourage employers to take a hard look at their flexibility practices and seriously retool them before they start banking on the hope of reduced turnover and turbocharged recruiting," Rupert writes.
