Board: Overseas NSA activity is not against the law

Surveillance and data gathering by the National Security Agency in other countries is not against the law, but it does come "close to the line of constitutional reasonableness," says the Privacy and Civil Liberties Oversight Board, which provided 10 recommendations to find balance among privacy, civil-liberties and national-security concerns.
