Oregon lawmakers have approved a bill that would create a pilot program designed to increase access to college. The "Pay it Forward, Pay it Back" program would allow students to attend college with no money upfront, and require them to pay 3% of their salaries back into the program for 24 years after graduation. Seed money of more than $9 billion may have to be borrowed, but proponents say the plan would become self-sustaining. The state Legislature will decide in 2015 whether to implement the pilot program.
