Should AirVenture security be considered "normal operations"?

Ben Sclair, publisher of General Aviation News, writes that the Experimental Aviation Association has long paid for the services of the Oshkosh Police Department at AirVenture, because security at the event is "outside of normal operations." The Federal Aviation Administration is taking the same stance this year, issuing a bill to the EAA for the air traffic whether an event with a 60-year history might have "normal" operations status.
