States say exchanges will move forward as planned

California and Minnesota officials say the federal decision to delay the Affordable Care Act employer health insurance mandate by one year will not have a major effect on their online health insurance marketplaces because they are targeting smaller firms and individuals. California Insurance Commissioner Dave Jones said some 1.5 million uninsured state residents are employed by larger companies affected by the delay.
