U.S. Fed chief doubts rate-policy role in curbing risk

U.S. Federal Reserve Chair Janet Yellen indicated a reluctance to use higher interest rates as a means to curb increasingly risky financial speculation. Speaking at the International Monetary Fund in Washington, Yellen said rates should play primarily a macroprudential role while regulation is better suited to taming risk.
