Court challenge over L.A. rail project has wide implications

Construction of the estimated $560 million Los Angeles Exposition Rail project in California could be compromised when the state Supreme Court's decision on an environmental lawsuit is issued on Aug. 7. The court will decide "whether a construction authority has the discretion to use existing or future conditions when it evaluates the environmental impacts of a project. The decision could affect construction projects throughout the state, according to environmental attorney Robert Thornton.
