EU, U.S. forming panel on NSA surveillance

The U.S. and European Union are forming a joint panel of experts to look at surveillance programs run by the National Security Agency. "The purpose is to establish the facts and for the Commission to be able to assess the proportionality of the programs with regard to the data protection of EU citizens," said EU Justice Commissioner Viviane Reding. The panel will meet for the first time this month and report its findings by October, Reding said.
