House proposal could remove guest-worker cap on construction industry

The immigration bill passed by the Senate limits the number of guest workers in construction and other sectors to 15,000 a year. However, that cap could be removed when the House of Representatives takes up the immigration issue. "We're cautiously optimistic that there won't be any carve-outs in it," said James Young, a congressional relations director for the Associated General Contractors of America. Labor groups support a cap on guest workers.
