Newspaper: Overhaul worsens problems in New York City's special ed system

Basing its findings on hundreds of interviews with parents, administrators and other stakeholders, The New York Times says New York City's already-struggling special education system is in massive disarray. According to the newspaper, Chancellor Joel I. Klein's wholesale reorganization last year has resulted in large numbers of lost records, understaffed schools and thousands of children losing out on critical services.
