California ranchers, consumers battle over BSE remedies

Legislators alarmed at the recent case of a U.S. cow with BSE want the state to impose a variety of testing and reporting requirements on cattle growers at the behest of consumer and other groups. Many ranchers argue the state should leave regulation to the USDA and the cattle industry, which already have taken steps to combat BSE.
