BP's cleanup capacity is a fraction of what it promised in March

BP said in a March 24 report to U.S. government officials that if it suffers a major oil spill in the Gulf of Mexico, it will be able to skim and remove 491,721 barrels a day. In the 77 days since a BP rig exploded and started spewing oil, skimming has averaged less than 900 barrels a day.
