EPA rules leave Delaware wind farm in the doldrums

An offshore wind-farm project intended to provide Delaware with pollution-free power has stalled after falling foul of the EPA's clean-air rules. Designers haven't yet been able to provide information about emissions from the boat that will be used to install the wind farm, meaning that it could be another full year before they're able to secure the necessary permits and start work on the project.
