Minn. districts adopt business-minded approach to budgets

Several Minnesota school districts have adopted the academic return-on-investment -- or A-ROI -- philosophy to determine whether education investments are paying off. Officials say it can be difficult to measure some aspects of a program's effectiveness, but that by using a variety of measures they are able to evaluate programs, such as an academy that allows students to learn at their own pace and Link 12, an online school.
