Congress eyes insurance co-operatives as health care plan model

Health insurance co-operatives such as Seattle-based Group Health Cooperative of Puget Sound appear to be a viable model for health care overhaul as the public-vs.-private health option debate continues in Congress. Lawmakers took notice of Group Health as a potential prototype because of its adoption of electronic medical records and its collaborative approach to primary care, which includes incentives for consultations through telephone and e-mail.
