EU considers loan program as joblessness remains high

Faced with fading optimism that Europe will recover quickly, the European Commission is looking into a program of small loans to help smaller companies grow and give a hand to jobless workers who want to become self-employed. The unemployment rate reached 9.5% in the eurozone in May, an increase from 9.3% in April, the highest joblessness in the region since May 1999.
