Indiana budget cuts hit schools with poor, minority students hardest

Funding for many urban and rural Indiana schools with high numbers of minority, low-income and poor students will be cut under the education budget passed by the state last week. The new budget offers systems with increasing enrollments additional funds, while those with declining enrollments will see a drop.
