Calif. district develops specialized early-childhood programs

One California school district is developing a transitional kindergarten program for children who might not meet developmental, social or academic standards needed for a mainstream kindergarten class but are ready for a more challenging preschool program. District officials hope the program will keep students from struggling in a learning environment that is too advanced and prevent more students from being referred for special education. The district is also enacting an inclusive preschool program to serve students with and without disabilities.
