New rules could hamper green-home retrofits

New federal guidelines will limit homeowners in their ability to use a property-tax surcharge to pay for new solar panels and other energy improvements, potentially reducing the demand for green retrofits. Federal officials said the surcharge-payment program, known as Property Assessed Clean Energy, or PACE, was "not essential" to the expansion of the green-building sector. "[U]ntil cooler heads prevail or Congress acts, it's very difficult to envision PACE going forward," says one of the program's local administrators.
