Obama uses recess appointment to name CMS chief

President Barack Obama on Wednesday used a recess appointment to make Dr. Donald Berwick the CMS administrator, avoiding the traditional confirmation hearing that some experts say could have turned into a protracted struggle. Berwick has won backing from leading medical societies, but Republican lawmakers have criticized his support of Britain's government-run health care system and certain health care spending cuts.
