House subcommittee to examine federal authority over states on environmental rules

A House Energy and Commerce subcommittee hearing Friday will examine federal environmental authority over states, such as with the EPA's proposal on power plant emissions. While the rule doesn't specify how states should meet the EPA-set targets, industry and other stakeholders say the EPA should have allowed states to set the emission targets.
