Report: Districts should collaborate to reduce special-education costs

A civil grand jury's report urges school districts in California's San Mateo County to work together to help reduce the cost of educating students with disabilities. The report predicted cuts to federal funding for special education and suggested that the county follow the model of areas where districts have formed a consortium to coordinate and combine special-education efforts without harming the quality of services.
