Ore. districts sanctioned for uneven discipline in special education

Portland, Ore., and two nearby school districts are being sanctioned for disciplining and expelling a disproportionate number of minority students in special education. The sanctions, being ordered under the federal Individuals with Disabilities Education Act, require the three districts dedicate 15% of their federal special-education funding to early-intervention programs that help keep students out of special education.
