Asian banks slow to register as swap dealers

Asian banks have been slow to comply with a Dodd-Frank Act measure requiring all banks that deal in derivatives transactions of more than $8 billion with U.S. entities over a 12-month time period to register with the Commodity Futures Trading Commission as swap dealers. To date, only Japanese and Australian banks have registered.
