Bill would provide funding for schools with "seal of biliteracy"

U.S. Rep. Julia Brownley, D-Calif., has proposed a law that would recognize the efforts of multilingual high schools and give them access to new funding. The Biliteracy Education Seal and Teaching Act would give the U.S. Department of Education money to provide grants to schools where students achieve a certain level of proficiency in English and another language.
