FINRA board delays consideration of recruitment rule

The Financial Industry Regulatory Authority's board has postponed consideration of a proposal requiring disclosure of incentives offered in broker recruitment. FINRA staff must get board approval before the rule can be sent to the Securities and Exchange Commission. The Financial Services Institute argues that disclosure rules should apply to retention bonuses as well as recruiting deals.
