Philadelphia developer plans housing for teachers

In an experiment similar to a successful project in Baltimore, a developer in Philadelphia is working on an apartment complex intended primarily for teachers. The theory is that the educators will benefit from rent discounts and from having colleagues living nearby, and that Philadelphia's education system will benefit from attracting and retaining teachers.
