Panel Urges Bush To Improve Special Education

Two advisory panels have told President Bush that flaws in the federal special education law prevent students with disabilities from learning and properly integrating. The President's Commission on Excellence in Special Education has recommended Congress and education leaders examine the program's funding, enforcement and flexibility.
