North Carolina legislation would delay taxes for homebulders

North Carolina lawmakers have passed legislation that will allow homebuilders to delay paying property taxes for up to three years. The legislation will require the builders to repay the taxes, with interest. The program, which still needs the governor's signature for approval, would expire in 2013.
