Appeals court blocks U.S. from enforcing deepwater-drilling ban

The U.S. Court of Appeals for the 5th Circuit voted 2-1 to reject the government's request to impose a moratorium on deepwater oil drilling. The decision leaves in place a district judge's ruling that the ban is illegal, barring the government from enforcing it. The appeals court's three-judge panel is expected to make a final decision next week on the legality of the moratorium.
