Camden County, N.J., will have text-to-911 service by December, letting people text a three-digit code and 911 using an interim system until May, when wireless carriers plan to offer the service nationwide. The county has purchased the code and is leasing a fiber-optic line. A $1 million system upgrade will allow permanent texting, as well as photo and video when each becomes available from wireless carriers.
