NYC mayoral candidate pushes to reduce restaurant fines

New York City Councilwoman and mayoral candidate Christine Quinn proposed legislation Monday that would reduce fines for restaurant health and safety violations and take other steps to clear up inspection-related confusion. The proposal also calls for restaurants to receive a "Bill of Rights" before inspections and get a chance to have one ungraded practice inspection before the real thing.
