Senator wants governments to invest in annuities for workers

Sen. Orrin Hatch of Utah, the ranking Republican on the Senate Finance Committee, has announced a plan to reform public-pension rules in a bid to help local and state governments cut their costs. Hatch's plan would allow governments to shift away from defined-benefit plans, and instead to take out annuity contracts with licensed insurance companies.
