Kan. board of education proposes $459M spending increase

In a mostly symbolic move, the Kansas State Board of Education on Tuesday voted to increase spending by $459 million for the 2015-16 and 2016-17 school years. The proposed spending increase comes as the state is spending its reserves after lawmakers passed income tax cuts in 2012 and 2013.
