R.I. OKs less-frequent evaluations for top teachers

Teachers in Rhode Island who rank as "highly effective" will be evaluated once every three years, under a measure recently passed by the governor. Teachers with "effective" ratings will receive evaluations every two years, and all other teachers will receive annual evaluations.
