Virginia lawmakers propose stricter storm runoff rules

Virginia lawmakers have proposed stricter rules for regulating storm runoff in the state. The law would limit the amount of phosphorous used on lawns in new developments and also require engineers to calculate the amount of storm-water runoff on a building site. The Home Builders Association of Virginia protested the rules as cost-prohibitive during the recession.
