Why one school district's digital conversion is not paying off

Officials in a Nebraska school district say they have been unable to reduce spending on traditional textbooks despite having purchased iPads for all high-school students because textbook publishers are requiring schools to buy physical copies before granting access to digital materials. However, officials say they do expect to save money in the future and, for now, teachers will continue working to put together free digital material for students.
