Minneapolis teachers union could be first to authorize charters

The Minneapolis Federation of Teachers -- backed by a $150,000 grant from the American Federation of Teachers -- is working to open a network of charter schools. If successful, the union could become the first in the country to authorize charters. Teachers say the schools will emphasize professional development and effective teaching practices.
