School improves with a focus on the basics and teacher support

A Minnesota elementary school where 90% of students are poor and about one-third are English-language learners has vastly improved test scores, in large part because of the school's philosophy that every student can succeed, educators say. Teachers ensure that students have learned the basics before advancing, and they use data to individualize instruction.
